Less than 0.5% of published works is available in braille and the majority are published by NPO’s such as Blind SA. President Ramaphosa held the Copyright Amendment Bill on his desk for fifteen months before he referred it to Parliament citing constitutional reasons on 16 June 2020, this after Blind SA submitted an application to the Constitutional Court. The outdated Copyright Act of 1978 does not provide exceptions and limitations to enable access to published works in accessible formats for blind, visually impaired and otherwise print disable persons.
